Heat a heavy saucepan over medium-high heat.
Add the chicken broth and cook for 10 minutes.
Add all the spices and cook, stirring occasionally, for about 10 minutes more.
Add water, then cook for about another minute, stirring frequently.

Add rice, carrots, celery and tomato paste and cook a few minutes longer.
Stir in cayne pepper, salt, pepper and carrots.
Stir and cook about 5 minutes more, stirring often.
Add salt and pepper, if necessary.
Serve over rice and garnish with chopped parsley.
